1. eSFL Fantasy Football may not be used in connection with any form of gambling. 

2. DISCLAIMER; CONSENT. eStandoute.com, eSFL, and any subsidiary or affiliate of any of the foregoing will not be responsible for: (a) any late, lost, garbled, misdirected, incomplete, or damaged entries; (b) any game disruptions, injuries, losses or damages caused by events beyond the control of the eSFL as determined by the league "Board"; or (c) any printing or typographical errors in any materials associated with the game. In the event that the National Football League season is postponed, terminated early, or cancelled for any reason (such as a strike or lockout), eSFL reserves the right to award prizes based on scores at the time the season is disrupted, or to cancel, modify or suspend the game at the discretion of the "Board". 

3. ENTRY. The deadline to join the eSFL Season and select players is Aug 20, 2006. Teams must be drafted by Aug 19, 2006 in order to qualify for season prizes. NOTE: Payment of an entry fee of $50.00, is required to register a team for the eSFL 2006 Fantasy Football season. There are no additional fees excep as outlined in these bylaws. 

Participants may cancel their team and receive a full refund of the purchase price up until the time their team is drafted. Once a team has drafted a player, refunds will not be issued. 

You must be a registered member of eStandout.com to enter. Registration is $50.00. Members can enter by :

a) DELETED 

b) clicking on the link "Register Form",  located on the front page at estandout.50megs.com. These members will be asked to provide their name, address, daytime and nighttime phone numbers, e-mail address, and to select a member name and password. Please put the member name and password in the comments section of the form! The eSFL commissioner will then send these members verification of receipt via e-mail, and once they have been registered by the commissioner, another e-mail stating so. After which these members can sign in the official site with their member name and password. 

The eSFL agrees that it will terminate members account upon notice from Customer. If cancellation is received prior to the eSFL draft, member will be refunded all subscription fees for that team, but will still be obligated to pay any other charges incurred. If member cancels his team after the eSFL draft, no refund for will be made. 

4. MAILING LIST. By entering the league, you consent to being placed on a mailing list for promotional and other materials. 

Entries will be accepted through the online entry stated above, or any other method deemed reasonable by the commissioner. 

By entering the game (drafting a team), the entrant grants permission to the eSFL (the commissioner) to use their names, photographs, likenesses, voices, and/or prize information for publicity and promotional purposes without further compensation, unless prohibited by law. 

5. PRIZES

The eSFL 2006 Fantasy Football Full Season will be a 13 regular season week schedule- 16 Team eSFL scoring, will consist of two 8 team "conferences" each containing two 8 team "divisions". The confernce names are the Global Football Conference and the Virginia Football Conference. Division names are the "Eastern Division", and the "Western Division". 

In order to qualify for overall prizes all owner entry fees must be received by the commissioner no later than October 15, 2006. 

    * Grand Prize Winner (1) 
      The top 2 teams (4) from each conference make the playoffs and will play each other in week 14. Round 1 of the playoffs will only be against opponents from the same conference. The winners advance to week 14 to compete for the Conference championship. Conference champions will than meet in week 15 in the Ballistic Bowl championship. The team that wins Ballistic Bowl game in week 15 will be the Grand Prize winner.  SEE PLAYOFF FORMAT

Scoring is described in the Rule Set on the official eSFL site. The overall winner will receive an 90 percent of all entry fees and any other money obtained by the league throughout the year. The losing team in the Ballistic Bowl will receive the remaining 10 percent. Remember, the league office reduces 49.00 from the total for admin fees. The winner will also receive the coveted Ballistic Bowl trophy. The trophy will not be sent to the winner, but their team name will be placed on it for the year they won. 

    * Ballistic Bowl Runner up (1) 
      The team that wins his conference championship but LOSES the Ballistic Bowl in week 15. 

       The Gunner Bowl series and Turkey Bowl format has yet to be decided.

PLEASE ALLOW 2-4 WEEKS FROM THE CONCLUSION OF THE eSFL 2005 SEASON TO RECEIVE YOUR LEAGUE PRIZE.  Prizes are not transferable and no substitution of prizes is permitted  ALL SHIPPING AND HANDLING CHARGES ARE THE SOLE RESPONSIBILITY OF THE WINNER. 
 

6. GENERAL RELEASE. By participating in THE eSFL Fantasy Football, you release and agree to hold harmless the commissioner or any board member, participating team owner, sponsors and any of their respective parent companies, subsidiaries, affiliates, directors, officers, employees and agencies (collectively, the "Released Parties") from any liability whatsoever for any claims, costs, injuries, losses, or damages of any kind arising out of or in connection with the Game or acceptance, possession, or use of any prize (including, without limitation, claims, costs, injuries and losses related to personal injuries, death, damage to or destruction of property, rights of publicity or privacy, defamation or portrayal in a false light, whether intentional or unintentional), whether under a theory of contract, tort (including negligence), warranty or other theory. 

7. INTERNET/TECHNOLOGY PROBLEMS. 

The eSFL commissioner or the eSFL is not responsible for typographical or other errors in the offer or administration of Fantasy Football, including but not limited to errors in advertising, the Official Rules, drafting, and the selection and announcement of the winners or the distribution of the prizes. 

8. RULES; WINNERS LIST. This Game is subject to these Legal Restrictions and Game Rules, and any other rules sets expressly referenced herein. Game entrants agree to abide by the terms of these Official Rules and by the decisions of the board/judges, which are final on all matters pertaining to this game. The eSFL commissioner reserves the right to change these Official Rules at any time, in its sole discretion. Official rules may be obtained on the estandout.50megs.com site link. 
 
 

Within 30 days of the end of the regular season, a winner's list may be obtained by accessing the official site page. Follow the link on the eSFL web page. 
 

9. SEVERABILITY. In the event that any provision of these Official Rules is found invalid or unenforceable pursuant to judicial decree or decision, the remainder of the Official Rules shall remain valid and enforceable according to its terms. The parties intend that the provisions of these Official Rules be enforced to the fullest extent permitted by applicable law. Accordingly, the parties agree that if any provisions are deemed not enforceable, they shall be deemed modified to the extent necessary to make them enforceable.

These bylaws and guidelines will be effective for the 2006 eStandout Football League. 

A Private League will be created and will continue the tradition of being known as the eStandout Football League, referred to as the eSFL throughout the remainder of this document and it's attachments. This league will be a head to head, playoff type league. League teams will square off weekly against other teams in their conference. Each owner sets his/her lineup based on league requirements, and whoever ends up with the most fantasy points -- based on your league settings -- wins the game. Weekly results are then tallied into an overall record. See Playoff format (See Section III for details). League fees and cost are outlined in SECTION IX and are determined by the commissioner. See SECTION IX for details. The commissioner/founder will provide all owners with required passwords to join the league and have complete access to their team at least one week prior to draft day. The league founder, or commissioner, (Terry L. Rhodes), can configure, (See Section IV for details), virtually all aspects of the league, from the scoring system (See Section V for details) to the style of draft. For tiebreakers, see the Tiebreak Section VII. The league will hold a Live Draft. 
League Commissioner will select a date and time coordinated so that all league owners/members have a couple of free hours to spend at the draft. Expansion franchises, (teams not in the league last season), will not be offered compensation for the 2006 season. 

When it`s time for your draft, select a player by name and position within 3 minutes. If a player has not been selected in the allotted time, the owner may select a player at any time in the draft. 

After the draft is completed, the Commissioner has 72 hours to load all players to their teams. 

 
DRAFT DETAILS 
The 2006 eSFL draft will take place on Aug 19 at 1100 EST. The draft consists of all owners meeting at in the eSFL draft Warroom. For owners unable to attend, the site can be set up to auto draft for you. Just set your player ranks and positions or set to computer will pick. The owner will enter each selection upon his turn, then the next owner will be placed on the clock, and continue this until the draft is complete. If at anytime a player notices they do not have a draft clock, they will not make a selection until the commish has notified them to do so via the live chat room. The commish will stop the clock to correct any discrepancies or selections. The draft will consist of 20 rounds. Phone or email may also be used, but must not exceed the 3 minute period. Any owner who does not make a selection within the 3 minute period, may make that selection at any time in the draft.  Trading of draft picks/players is authorized, but cannot exceed the 3 minute time limit.  Once a draft selection has been presented to the Commissioner, it cannot be rescinded. Once complete, the commissioner will make all required roster moves within 72 hours and ensures all owners have the correct roster before any trades or transactions can be made. All problems will be handled on a case by case basis. These procedures may change and are not considered as an integral part of these bylaws. It is each owners responsibility to understand how to perform on draft day. Draft order for the 2006 season will be determined by name drawing. All teams names will be placed in a hat equally. An independent will draw names until all have been drawn.  Mr. Clem Vetter drew draft order names for this years draft.

The draft order for 2006 will be available on the eSFL website no later than August 10, 2006. Click on the '06 Draft Results link at the top of the official website to view the draft order.

TURKEY BOWL  
 
Turkey Bowl Championship: A secret bid will be offered to 2 of 4 teams who do not have an eSFL game in week 15. These teams will secretly select an amount to wager on the contest. Each owner will not know their opponent until both bids have been accepted. The amount wagerd can be 0 to 100 dollars. However, if team 1 wages 100, and team 2 wages 25, then the contest will be for 25. The lowest wager will always be the amount riding on the contest. The teams will not know the wager amount until completion of the game. Owners are responsible for funds transfer, the eSFL will not be involved in the process of collection of winnings from this contest. 

IV 
Commissioner Tools 
The Commissioner is sworn to act at all times in the best interests of the League and is vested with the following powers: 

A. Approving all team names and logos 

B. Writing and posting league bylaws and scoring rules. Make ammendments to these guidines throughout the season.

C. Set all entry fees, fine amounts, and any other fee.

D. Interpret the Constitution/bylaws and make decisions based on input from league presidents. 

E. Preside over draft. 

F. Select a league treasurer.

G. Remove from or add to the teams in the league at any time.

H. Veto any decision made by the league presidents.

I. Select league presidents.

J. Maintain the league official and unofficial websites.

Conference President Tools 

The Conference President of each conference is sworn to act at all times in the best interests of the conference and league and is vested with the following powers/responsibilities: 

A. Settle all disputes regardless of type and report them to the commissioner for incorporation. 

B.  Reviews and ensures weekly scores are accurate to the best of his ability.

C. Monitors team rosters for compliance with league bylaws and suggest punishment/fines to the commissioner.

D. Monitors weekly starting lineups for compliance with league guidelines.

E. Collects all monies and ensures the league treasurer receives them by the deadline mentioned in the bylaws.

F. Promotes the use of the estandout.50megs website. This includes getting owners to send photos and other info for posting on the site.

G. Selects and informs an owner to write a weekly conference report of news and events to include weekly game previews.

Expected Owner Conduct 
Owners will be expected to conduct themselves in a manner that will not disparage the league or its Owners in any way, shape, or form. 

1. While bragging is always a part of some owner's personality and is to be expected, inflammatory or taunting acts will not be tolerated. The commissioner and league presidents will have total authority in drawing the line between a brag and a taunt. This will be strictly enforced. Displinary action: 
A warning will be issued prior to any of the following and the warning will be posted on the official website message board. The post must start out as "WARNING TO OWNER" and identify by letter below what the problem is: 
a. Removal of any amount of team points 
b. Removal of team win 
c. Elimination from the league with no repayment of fees 

2. All league owners are required to promote eSFL material prominently upon all football related websites that they operate and/or host. 

3. Once-per-month activity is required from the membership from Jan to Aug. This may be a written contribution of a fantasy football related article posted at the eSFL website or a contribution to any eSFL sponsored online activity.  Send them to the league president for posting.

4. All owners are required to read the bylaws and guidlines before the season starts. Any concerns must be addressed.

5. Set a lineup each week that is within league guidlines and on time.

6. Maintain a roster within guidlines.

7. Do not deface or in any way alter the logo of the league. Request permission from the league office before wearing the logo or team trademarks on any clothing.

Scoring System: 
Fantasy points are awarded based on how well your players perform in each of several statistical categories determined by owners and approved by the commissioner. Most real-life statistics have associated point values, and each player`s points are summed to produce your weekly total. The commissioner and presidents will determine point values and statistical categories. They will then be posted on the eSFL website prior to draft day, and in SECTION V of this document. Point values and stat categories will only be changed under the following guidelines: 

Changes/disputes must be submitted to the commissioner for review no later than Friday at 1600 hours of a week. Disputes will be submitted using the "Dispute Form", file this form by following the link at the top of the estandout.50megs.com website, or at the link on the left of this page. Before filing a dispute, all efforts to have the league president solve the problem is encouraged. The commissioner will review the suggested changes and may, 

A. Make the changes without any input from other league owners. This will be minor changes only with no significant outcome. 

B. Ask for a ruling from the appropriate president. The presidents will be selected before draft day. Each president will notify the commissioner immediately of any disputes they are working. All disputes will be handled by the president in which the disputing owner DOES NOT belong. The president must hold a meeting within 24 hours of dispute receipt. This meeting may be contact of all owners by e-mail, phone, ect. All relevant discussions will be documented on the "Dispute Form", or email and sent to the commissioner by the president. This Form can be obtained by following the link "Dispute Forms" on the estandout.50megs.com website. It will automaticly be sent to the commissioner via e-mail. The Form must be completely filled out, including important instructions for the commissioner to follow to resolve the dispute. The commisssioner must make corrections NLT 48 hours from receipt. 

SCORING FOR 2005

Rosters: 
Each team may have on their roster but not exceed 20 total players:  EXCEPTION:  Active rosters may be 22 until 26 August at 1200 hrs EST. Any owner with more than 20 players on the active roster as of the above mentioned deadline will be fined $1.00 per day.

After August 26 at 1200 hrs, a team is limited to an active roster of 20 players, and 2 players on IR. A player does not need to be injured to be placed on the IR

This means at no time can they EXCEED the amounts listed by position.  See official website for position max. 

An Owner may place no more than 2 players on the eSFL injured reserve at any one time. No limit exist for season total. The player does not have to be listed as hurt by the NFL. It cost nothing to place a player on the IR, however, it will cost the owner 5 US dollars to remove a player from the IR. If a player is released or cut from IR, the 5 dollar fee will be enforced.  It is the owners responsibility to notify the commiss of a IR drop.

Single game regular season ties will not be broken, the game will end in a tie. 

VI 
Transactions
Players will be acquired through draft, trades, free agent wire, or waiver wire*. The commissioner has determined the time period for players to clear waivers will be 24 hour. All transactions (trades, waiver claims and free agent claims) must be made by midnight (PT) of the day before the first professional football game of the week (i.e. 11:59 p.m PT on Saturday for weeks with Sunday games). Transactions completed after the deadline will not take effect until the following week.
No owner shall own or control more than one team per division, no exceptions. Ownership or control of more than one team per league is restricted as follows:
1. All owners must be aware of and approve ownership.
2. Any player released from duel owned teams cannot be acquired by the owner for 8 days or 1 NFL game, whichever occurs first. (The player must be a free agent for an entire eSFL week)
Example: Owner owns/controls team 1 and team 2. Team 1 release wr, Team 2 cannot acquire player until that player has been a free agent for 1 eSFL weeks (game). $20 Fines will be admin for all violations and the palyer will be placed into free agency. The owner will not be able to acquire the player again for the remainder of the eSFL season or playoffs.
4. All players must be released to free agency/waiver wire for 3 consecutive days before they can be traded between duel owned franchises.
NOTE: The commissioner is responsible for setting lineups and controlling teams whose owner fails to do so. This is not considered CONTROL. Any disputes of the commissioner actions concerning this situation must be handled through the dispute system and presidents. 

Intra-roster moves (switching players between active and bench spots) can be made until 1 minute before the start of each player`s game. None of the players involved in a move can have played or be within 1 minutes of their game. So, all players who play at 10:00 a.m. PT, can be moved until 9:59 a.m. PT on game day. Don`t take a chance, if you are unable to make the change, you are out of luck. 
Each team may place two players on the IR list. The player does not have to be injured, and there will be a 5 dollar fee for removing or activating them from the IR. 
*(Amended-Release players from IR Posted on league message board: Tuesday, Sep 13, 2005 at 21:38:15) 
Amendment reads as follows: 
Owners, 
As you know you will be charged 5 bucks to remove any player from the IR. However, the computer will not charge you if you release a player that was on your IR. Therefore, you must notify the league office when you release any player that was on your IR. There will be a 5 buck fine for any owner who does not report this transaction to the commissioner or vice-commissioner within 2 days of the transaction. 
 

a. Trades 
A trade consists of one owner exchanging a player, players, future draft picks, or monetary considerations with a different owner. Final trading deadline is after the completion of NFL Week #9. 

To propose a trade, go to your team page and select Propose Trade, which allows you to select the team and player(s) you wish to trade. A notice will appear to the other owner offering your proposed trade. That owner can then go to his/her team page to view the proposal, and accept it, decline it or make a counter offer. There must be consent from both managers, and commissioner's approval for a trade to be completed. The commissioner may only deny the trade with consent from appropriate division board.  If no action is taken in 10 days, the offer will automatically be revoked. 

If a counter offer is made, you will receive notification detailing the new proposal. 

If the offer is accepted, the entire league will be notified and managers/commissioners can review the deal. As mentioned above, the commissioner has veto power for the length of time chosen during league configuration. During the review period, trades are marked as pending. Once the trade has been accepted and the waiting period has finished, the trade will be processed (this can take up to 24 hours) and its results reflected on each team`s roster and shown in the transaction log. 

In order for a trade to be valid, all players involved must still be on the same team they were when the deal was accepted. If they are not, the trade will automatically be rejected. 

At no time will any coach be allowed to have more than three pending trades per league. 

A $2.50 trade fee will be assessed to each of the owners involved in the trade. 
Regardless of how many players are involved. EXCEPT, all draft picks traded will be assessed $2.00 in addition to each player fee mentioned above. This rule is in place to prevent the first and last owner in the draft from trading their respected draft pick every other round. In that case, each owner would have a draft pick at the top and bottom of each round. This is not prohibited, but as mentioned above will cost them. A 20 round draft would cost each owner 20 dollars. 
Any owner who thinks a trade may involve collusion, must post a dispute within 24 hours of approval using the dispute form.
